She specializes in climate change adaptation, mitigation, and water resources management, with cross-cutting experience in executing climate change strategy monitoring, evaluation and plan development, adaptation and risk reduction planning, training, digitization, human rights/safeguards monitoring and planning, and hands-on capacity building activities.

Bruce Hooper

Bruce has worked in the natural resources sector since 1989 as policy advisor in several countries including Cambodia, Laos, Thailand, Nepal, Bhutan, Vietnam, India and Malaysia. He developed evidence-based performance indicators as a tool to benchmark better outcomes of water governance at the national, basin and floodplain scales and in reporting mechanisms by river basin organizations.

His experience ranges from high-level advising about digital transformation roadmaps to the actual implementation of cloud based geo-spatial data platforms and decision support systems.

Electrical engineer with more than 20 years’ experience in instrumentation, SCADA, smart water systems, performance and optimization, digital tools, information systems, equipment tendering, control and technical solutions for drinking water, wastewater, process water and sludge treatment for both public and private sectors. Has experience in more than 20 countries including many in Asia.

Justin Stockley

Environmental Scientist with more than 25 years’ experience in instrumentation, SCADA, smart water systems, hydrological monitoring projects, hydrography, Environmental Monitoring System Design and Installation (surface water, ground water, waste water, water quality, hydromet, and open channel). A specialist on monitoring instrumentation including sensors, data loggers and telemetry systems, processing, validation and analysis of collected environmental data. Has experience throughout Australia, South East Asia and North Asia.

Eduardo García Alonso

Civil engineer more than 25 years’ experience specialized in water planning, water security, water system management, smart water systems and associated technologies, with a focus on hydrology, water resources, flood risk and smart water systems. Main capability includes application of digital technologies to the water sector and risk reduction schemes using nature-inspired solutions. He is familiar with the technicalities of climate adaptation in the water sector, and positive about the role of new technologies in averting climate disasters. Experience in more than 30 countries

Luc Rudy Verelst

A specialist with more than 25 years of professional experience in the use of GIS, ICT, RS, DSS, Asset Management, SCADA, database design/development, web development, technology and communication options for modernizing water distribution networks and irrigation modernization systems for water allocation optimization. Experience in IWRM, irrigation and drainage, water and wastewater. Experience in several countries in various contexts.

Guillaume Fery

Water and sanitation engineer and project manager with more than 20 years’ of experience working at the intersection of technology deployment and water management. Has 10 years’ experience in operations in water utilities. A technology expert in the fields of smart cities, digital innovation and emerging tech for global technology consulting firms.

Yoshihiro Mizuno

Yoshihiro Mizuno is an Executive Project Manager for PACIFIC CONSULTANTS CO., LTD. in Japan. He has worked for over decade in the fields of Climate Change Mitigation and Adaptation, and Renewable Energy, addressing Environmental issues through engineering, policy, capacity building and high-level ICT tools. As Project Manager, he has led and designed numerous studies in Climate Resilience, particular in GHG emissions calculation and reduction, across the Pacific Islands, Southeast Asia, the Middle East, Africa, and South America.

Xianfu Lu

Xianfu is an independent climate scientist and adaptation specialist. Affiliated with the University of Oxford, she has been providing technical advisory services. Dr Lu’s work spans climate change adaptation science, policy and practice. She has worked across diverse institutional contexts, from academia, UN agencies, multilateral development banks to the private sector. Since 2011, Xianfu has been supporting the operationalisation of integrating physical climate risk management into MDB operations.
