(WOP4R)
ADB’s Water Organization Partnerships for Resilience
(WOP4R) is a twinning program designed to supercharge
knowledge sharing and capacity building among water
entities in Asia and the Pacific.
WOP4R builds on ADB’s Water Operator Partnerships
(WOP) program which has supported utility twinnings
since 2007.

NORZAGARAY WATER
DISTRICT (Philippines) and
ROWLAND WATER DISTRICT
(USA)
RWD coached NWD in revenue
enhancement measures, including meter
calibration and rate reclassification. The
latter unlocked $8,000 in monthly
revenue, helping plug NWD's widening
funding gap due to a long-term tariff
freeze.
CHOLPON-ATA VODOKANAL
(Kyrgyz Republic) and KING COUNTY
WATER TREATMENT DIVISION
(USA)
King County supported CAV with
extensive community engagement that
made it possible to adjust tariffs closer to
cost-recovery levels and introduce
meters, setting up CAV for sustainable
financial management.
THU DAO MOT WATER
(Vietnam) and KOREA WATER
RESOURCES CORP. (Republic of
Korea)
With the help of K-water, TDM Water
challenged themselves to optimize bulk
water supply operations in preparation for
ADB-financed expansion and future plans
for AI integration.
