Karl has more than 20 years of experience working on water resources management; water supply, sanitation, and hygiene (WASH); solid waste and wastewater management; and environmental and engineering geological assessments. He currently serves as ADB’s urban development specialist in the Southeast Asia and Pacific region managing various technical assistance and investment programs on water, sanitation and urban development projects. Prior to ADB, he has worked with multilateral and bilateral agencies providing action research, technical advisory services and analytics on development programs and poverty alleviation projects.

Herzl holds a Bachelor degree in Community Development in the University of the Philippines, with special focus on gender and development. She has been with the bank since 2018 and apart from assisting in project processing and TA administration, she's also keen at organizing events. Prior to ADB, she worked in the government as Development Management Officer (Gender and Development) in Forest Management Bureau of the Department of Environment and Natural Resources.

Javier holds a master's on sanitary and environmental engineering and on industrial organization and financing, with over 34 years of experience, including 12 years on development projects. He has designed, built, and managed municipal/industrial wastewater, solid waste, drainage, water, and infrastructure projects in Algeria, England, Spain, USA, Jordan, Rumania, Colombia, Honduras, Dominican Republic, Cambodia, Indonesia, Lao People’s Democratic Republic, The Philippines and Viet Nam. His areas of expertise include infrastructure design, construction, O&M and environmental pollution control, and management. Prior to joining ADB in 2011, he worked for BEFESA contractors and several engineering firms such as Tecnicas Reunidas, Typsa and Montgomery Watson Harza.
