Decentralised Domestic Wastewater Management in Asia - Challenges and Opportunities

This policy brief investigates on a number of challenges, prospects as well as enabling environment and strategies to support for policymakers, local governments, water professionals and relevant stakeholders in Asia, especially member countries in the Water Environment Partnership in Asia (WEPA) network, in searching for efficient and reliable wastewater treatment systems, appropriate management models under their local context, and pursuing their longterm goal of community-wide sanitation improvements.

Strengthening multi-stakeholder engagement and mutual accountability in water, sanitation and hygiene: Cross-country synthesis

This report synthesizes research findings on multi-stakeholder platforms and mutual accountability across five countries that received catalytic funds from Sanitation and Water for All (SWA) in 2022. The five countries were Indonesia, Kenya, Nepal, Niger and Paraguay. This synthesis report identifies common enabling factors that support effective multi-stakeholder collaboration, and common challenges that often inhibit this collaboration.

WASH FINANCE: Accessing Commercial Finance for Water and Sanitation Service Providers in Kenya, Cambodia, and Senegal

This paper presents three case studies from the USAID Water, Sanitation and Hygiene Finance (WASHFIN) Program, which illustrate different approaches to leveraging commercial finance in the water supply and sanitation (WSS) sector. The Program implemented activities in ten countries in Africa, Asia, and Latin America since 2016 and helped raise over US$118.8 million from a mix of public and private financing sources.

To increase awareness and understanding of self-supply of water in Asia and the Pacific, the UTS Institute for Sustainable Futures has partnered with UNICEF EAPRO and UNICEF ROSA to develop 21 country profiles. The following country profiles present the prevalence of self-supply, spatial and temporal trends, service levels including water quality and availability, equity dimensions, and policy aspects of
self-supply in each country.

GLAAS provides policy- and decision-makers at all levels with reliable, easily accessible, comprehensive data on water, sanitation and hygiene (WASH) systems, including on governance, monitoring, human resources and finance. GLAAS monitors elements of WASH systems that are required to sustain and extend WASH services and systems to all, and especially to the most vulnerable population groups.

In WASH, HCD has been used to design new technologies, service delivery models, behavior change strategies, marketing materials and even courses and training materials. HCD promotes deep engagement with users to nurture innovative, sustainable and scalable solutions. The Pacific region and in particular Small Island Developing States (SIDS) are highly vulnerable to the impacts of climate change and natural hazards, and access to clean drinking water and safe sanitation is still limited in these countries.  

The extent of the challenges, however, is difficult to measure due to a lack of sufficient and trustworthy data. There is a dire need for regularly updated data that is disaggregated by gender and other socioeconomic elements to ensure better reach, improved decision making, and more targeted planning.

ADB and UNESCO World Water Program will develop a course designed for representatives from ADB developing member country government agencies, water utilities, and ADB staff to integrate gender perspectives into the water planning and management sectors, including the development and use of gender-disaggregated data on WASH and climate. Participants will also receive training on the UNESCO WWAP Toolkit on Water and Gender. More information coming in Q4 2022.
