Javier holds a master's on sanitary and environmental engineering and on industrial organization and financing, with over 34 years of experience, including 12 years on development projects. He has designed, built, and managed municipal/industrial wastewater, solid waste, drainage, water, and infrastructure projects in Algeria, England, Spain, USA, Jordan, Rumania, Colombia, Honduras, Dominican Republic, Cambodia, Indonesia, Lao People’s Democratic Republic, The Philippines and Viet Nam. His areas of expertise include infrastructure design, construction, O&M and environmental pollution control, and management. Prior to joining ADB in 2011, he worked for BEFESA contractors and several engineering firms such as Tecnicas Reunidas, Typsa and Montgomery Watson Harza.
